AN ORDINANCE IMPOSING THE RATE OF SLAUGHTERING
ANIMALS IN THE MAMBURAO SLAUGHTERHOUSE, MAMBURAO,
OCCIDENTAL MINDORO FOR MARKET PURPOSES AND
PROHIBITING THE SLAUGHTER OF THE ANIMALS/LIVESTOCK
OUTSIDE MAMBURAO SLAUGHTERHOUSE. |

BE IT ORDAINED by the Sangguniang Bayan of mamburao, Occidental
Mindoro in a meeting assembled that: |

|
|
|
|
SECTION I - Title - This ordinance shall be known as " An
ordinance Imposing the Rate of Slaughtering Animals in the
Mamburao Slaughterhouse, Mamburao, Occidental Mindoro for Market
Purposes and Prohibiting the Slaughter of the Animals/Livestock Out-
side Mamburao Slaughterhouse. |

SECTION II - DEFINITION OF TERMS
a) Slaughterhouse - a place where animals are butchered
for market.
b) Slaughter - the butchering of animals for food/
market purposes and ultimately
public consumption.
c) Animals/Livestock - any domestic animals kept for
market or farm purposes such as
cattle, swine, goat, sheep, horses
etc.
d) Livestock Inspector - a person tasked in the inspection
of animals to be slaughtered
e) Rate - the degree of value of\r the unit cost
of service.
f) Market - a place where may sellers display
and sell thier goods. |

| SECTION III - Imposition of fees |
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
a) Permit to Slaughter - Before any animal is slaugh-
tered for public consumption, a permit shall be secured first
from the Municipal Mayor upon paymant of the corresponding fees
has been duly inspected and found it for the public consumption
by the authorized Livestock/Inspector concerned or his duly
authorized representative. The permit shall be granted iupon
paymant of the following fees: |

| SECTION IV - PROCEDURES |
|
|
|
|
|
Slaughtering of animals should be done strickly at the
Mamburao slaughterhouse. The animals to be Slaughtered should
be kept in Municipal Corral at least 24 hours before the actuall
slaughtering. This is to allow the animals/ Livestock to relax
and ginve aple time for the ante mortem examination. Corres
ponding permit to slaughter shall be secured first first from the
Municipal Mayor's Office upon payment of hte corresponding fees
and other required fees/charges thereof at the Municipal Trea-
surer's Office. |

|
To ensure that the animal/livestock is suitableand
fit for human consumption ANTE and POST MORTEM examinations
should be done by duly authorized and competent person preferably
a doctor or neterinary Medicine. |

|
|
|
|
|
|
|
| SECTION V - PROHIBITION |
|
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
The permit to slaughter shall not vbe granted nor the
corresponding fee collected on anilals which are found unfir
for public consumption by the livestock/meat inspector of any
duly authorize and competent person. |

|
|
|
|
|
|
|
| SECTION VI - TIME OF PAYMENT |
|
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
a) Slaughter fee - the fee sshall be paid to the Muni
cipal Treasurer or his authorized representative before the
slaughtered animal is removed from the public slaughterhouse,
or before the slaughtering of the animal in the Mamburao
Slaughterhouse. |

|
|
|
|
|
b) Corral Fee - the fee shall be paid to the Municipal
Treasurer or his duly authorized representative before the
animal is kept in the Municipal Corral or any places designated
as such. If the animal is kept in the corral beyond the period
for the fees due, the unpaid fees shalkl first be paid before the
said animal is released from the corral. |

SECTION VII - ADMINISTRATIVE PROVISIONS
a) The slaughtering of animal outside of the Mamburao
Slaughterhouse for family consumption maybe allowed provided
that the animal to be slaughtered should not be for sale
and passed the Ante and Post Mortem examination duly done by the
authorized inspector. |
b) Before issuing the permit for the slaughter of
large cattle, the Municipal Treasurer shall require the presen
tation of the certificate of the ownership and certificate of trans-
fer showing title in the name of the person applying for the
permit if he is not the orginal owner . For unbranded cattle
that has not yet reached the required age for branding, the Muni-
cipal Treasurer shall require such evidence/s as will be satis-
factory to him regarding the ownership of the animal for
which of the required age, the necessary ownership and/or transfer shall
be issued and the corresponding fees collected therefrom the
permit is granted. |

| SECTION VIII - PENAL PROVISION |
|
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
Any violation of the provisions of this Article shall
be punished by a fine or not less than P1000.00 and suffer a
penalty of imprisonment of not ore than one (1) month or both
and the cancellation/revocation of business permit. |

|
|
| SECTION IX - SEPARABILITY CLAUSE |
|
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
All ordinances, ru;les and regulations or part thereof
found to be in conflict or inconsistent with the provisions of
this ordinance are hereby repealed or modified accordingly. |

|
|
|
|
|
|
|
| SECTION X - EFFECTIVITY |
|
|
|
|
|
| |
|
|
|
|
|
|
|
|
|
|
|
This ordinance shall take effect (15) days
from the date a copy thereof is posted in a bulliten board at
the entrance of the municipal hall in 3 conspicious places and
after publication in a newspaper of general circulation within
the territorial jurisdiction of this municipalitt and province. |
